Carter’s Plantation Homeowner’s Association Board of Directors
The officers are unpaid volunteers that work to protect and enhance the value and beauty of our neighborhood by maintaining neighborhood entrances, enforcing residential covenants, and conducting the business of the HOA on behalf of the homeowners.

The HOA officers and board members will hold quarterly meetings at 7731 Sunset Ridge, Olive Branch, MS 38654 according to the schedule below. Homeowners are welcome to attend the quarterly meetings. Even if you don’t make any of the quarterly meetings, please plan to attend the neighborhood-wide annual business meeting on Thursday, April 25, 2024 at 6:00 pm to elect board members. An agenda covering other topics will be sent out prior to the meeting.

CARTER’S PLANTATION – HOMEOWNERS ASSOCIATION
NOTICE TO HOMEOWNERS: May 2024
Highlights and Agenda from meeting held on April 25, 2024. Tony Gains and Richard Powell officiating.
- Financial Report
- Discussion of Amendment to Homeowners Covenant to restrict rentals of residential homes within the community.
- Canine/pet owners’ responsibilities.
- Traffic Safety – speeding automobiles, side by sides, golf carts.
- Election of Homeowners Association Members for 2024.
FINANCIAL REPORT: Richard Powell provided an overview of the Association’s financial transactions with an accounting document highlighting income, expenses and disbursements for 2023 thru April 2024. The ending balance as of April 15, 2024 is $10,041.43. Disbursements associated with general expenses, enhancements and repairs were highlighted. Several efforts to restore, beautify and maintain common grounds and the entrances to the neighborhood were accomplished in part by community volunteers, and was very much appreciated by all homeowners in attendance.
COVENANT AMENDMENT. A concern for maintaining homeowner property valuation and neighborhood aesthetics involved a discussion of amending the Homeowner’s Convent with restrictive language to prevent the leasing or rental of homes within our residential community. Of note concern for the recent trend for large real estate companies purchasing homes in existing communities as rental investments. Most data available indicates that homeowners take greater initiative to enhance and improved property that they personally own. Status: Pending feedback from an Attorney.
CANINE OWNERS’ RESPONSIBLITIES. Article XVI of the Covent states that “all household pets must be in a fenced area or under leash.” There have been a number of recent incidents of dogs being aggressive toward residents out walking our neighborhood.
All Residents: if attacked or threatened by one of these animals are encouraged to report the incident to Animal Control (662-895-4582)
TRAFFIC SAFETY: By far the most animated topic among the residents in attendance was the intersection of WOODLANE DRIVE and SUNSET RIDGE. This intersection features a stop sign that is frequently ignored by drivers who do not slow down or stop.
ALL RESIDENTS are reminded to exercise due diligence at this intersection.
In addition, there are also concerns about speeding and motorized vehicles driven by juveniles. Caution your younger folks to drive safely.
ALL RESIDENTS are reminded that the speed limit in our community is 25 MPH.
We are aware that these traffic issues are exacerbated by visitors and quests. As a deterrent local law enforcement will be requested to monitor and interval traffic in our neighborhood.
THE ELECTION OF HOMEOWNERS BOARD MEMBERS: The voting was conducted by the homeowners present at the meeting and by proxy.
